HMRC guidance (see the bold part) below. You don't have to produce the stuff yourself to make yourself a "producer", just buying it with the intention of using it as road fuel is sufficient.

4.2.1 Exempt producers/users

If you have produced or used less than 2,500 litres of:

any biofuel, or
any other fuel substitute or additive
within the last 12 months, and/or expect to produce or use less than 2,500 litres in the next 12 months, you are an exempt producer and do not need to register with us and account for duty. However, there are simple record keeping requirements, which are described in paragraph 4.9.1.

Production includes the manufacture or processing of road fuel, and the setting aside of any product that has not been charged with duty, with the intention of using it as road fuel.

I think that in a fairly normal household, frying chips for half a dozen kids every day will not produce sufficient waste oil to make it worthwhile, so whilst passing my local kebab house this lunchtime I popped in and asked the proprietor who I know sufficiently well, what he did with his 'waste' oil and he told me that he gets almost as much for used oil as he is paying for new and that he has contractors falling over themselves to buy it.....

Isn't that used to just make more cooking oil? Used to know a dodgy bloke who had his hand in that pie! They used to scrape it out of extract ducts n stuff! Before it was refined and sold back as more cooking oil!
