Sprint & Hill Climb regulation clarification

The Motor Sports Association has issued a clarification of the regulation regarding the reverse gears of vehicles competing in Sprints and Hill Climbs.

From 1st January 2010, Road-Going Series Production and Road-Going Specialist Production Cars must have a reverse gear operable at all times.

For Modified Limited Production, Modified Specialist Production Cars, Hill Climb Super Sports, Sports Libre and Racing Cars, a reverse gear is not required.

This clarification has been necessitated by the implementation of mandatory categories for 2010 and will prevent the dilution of the Road Classes by competitors who are running Specials.

Another Clarification

Sprint & Hill Climb regulation clarification
Following recent discussion regarding tyres in Roadgoing Categories for Sprint & Hill Climb Events, the Motor Sports Association is pleased to clarify the regulation as follows:

Tyre Requirements in Sprints & Hill Climbs

The Technical Regulations applicable to the Category of “Roadgoing Production Cars and Roadgoing Specialist Production Cars” are set out within (S)11.

(S)11.6.2. states: Wheels and Tyres. “Except for Period Defined Vehicles (Non-Rally) A-H inclusive are to (L) List 1A and List 1B.”

Championship/Event Organisers are then free, within these Categories, by means of Class Regulation to specify tyre choice to being either (L) List 1A, (L) List 1B or any specific tyre from either list. In order to do so appropriate regulation must be incorporated into the specific Championship/Event Regulations.

Release MSA10-023: 10 March 2010
This communication is for general release and is authorised to hold regulatory value.

Issued on behalf of the Motor Sports Association

You may well "need 2 sets of tyres" in any region as the clarification is far from clear!

This seems to me to be another example of an MSA clarification that is anything but a clarification. My understanding of 'either' is that it is a choice of one or two things. e.g. Either X or Y. In the case of the above the 'or' comes after List 1a, List 1b. So the choice would appear to be that the organisers can specify that the tyres should come from Lists 1a 1b or a specified control tyre from Lists 1a 1B. I'm not convinced that's what the MSA means.
